There’s a lot of other stuff here, too (some of it which might also be of interest), but the relevant bit is:
The decision, I think, was made at the moment Loghain saw the beacon lit. He prepared for the possibility, as he prepared for everything, but I don’t think he decided to go through with it until right then.
And that makes perfect sense, especially for anyone who has read Stolen Throne and knows of the promise Maric extracted from him after the battle of West Hill, after Rowan and Loghain rescued him. It’s part of my headcanon that Loghain is no longer quite sane after Ostagar, after having the promise to Maric fulfilled with Cailan.
